Can Late Fees Be Avoided If the Vehicle Was Not Driven?

Yes, in a narrow case. If the vehicle was not driven on public streets during the lapse, you may be able to ask the DMV to waive late fees through an Affidavit of Non-Operation. You need to use MyDMV or renew in person. Kiosks and emissions stations cannot waive those fees after payment.
